Not a problem really. Plenty of stadiums have underground car parks, so engineering-wise it would be fairly similar. Cost and ensuring that the water can still get away naturally would be the challenges. But more than doable.

In fact, the technology would be similar to the giant flood tank that is under the grassed area opposite Morrisons on Stallings Lane, Kingswinford.
