Why, if restrictions are being lifted (be that 21st June, July or August) do we need a furlough scheme for closed businesses which extends into and beyond September? Just massaging unemployment figures??

Look at the World Bank documents.
Things aren’t going back to “normal” for along time. Till 2025, and by then we will forget what “normal” is.
Look into Amazon Fresh. That will be the “new normal”

Restrictions will be back by autumn IMO, even if lifted in the summer. That’s why furlough will be extended again.
100% finally someone who speaks sense.
June, July, August and possibly early September things will be Ok.
