Yes.

Clear penalty for me. Doesn't matter where his arm is, he leans into the ball and reflects it with his arm, ergo a pen. He even pointed to where contact was made on his arm.

If he was moving in to deflect it then no pen, but the definite and obviously intentional action for me, makes it a pen.

It’s hard to say at first; some newbies don’t look fit and others still have business left to do. Also some will come out the traps flying, but their approach will inevitably become more predictable as the season wears on. It’s why so many unexpecteds can rarely sustain a serious assault on the top six for an entire season.
