Just seen the video.
Think he's probably had a few pints and let his guard down. He's then clearly fallen out with someone who took the video or been stitched up by a fair weather friend, who has shown it/shared it to others. This is the modern world we live in, where everyone is a publisher and if you have any kind of position of authority be careful what you say.

Spanders is right.
I also feel sorry for that Labour MP. Back in the day you could give someone a good shoeing in the early hours of the morning in a backwater town. Now, the cameras will capture all 6 punches from different angles and with sound. One thing is for sure, the advent of the dashcam has hardly led to an improvement in road manners...
