That doesn't matter if the government disregard your advice and plow on with it any way.

The government came up with an ill thought out populist policy, the government ensured it was implemented in the dumbest way possible, the private sector fucked up on vouchers for their pre-payment customers. That is not a public sector problem, that's a stupid government and a careless private sector problem.
