I don't disagree with this. But it would be an ideal scenario to be using a sin-bin. Essentially the attacking team get no benefit; in effect they get less as the attack has been halted and the defence can all get back into position.
Sin bins will create terrible periods of time wasting to run the sin bin clock down. Will increase gamesmanship for 10-15 minute periods. Would be way more negatives to them than positives IMO.
Sin bin would be managed by the 4th official who would have a seperate timer which he could start and stop when the ball went dead.
