In the grand scheme of things not really. "An Overseer" - phase used in the podcast has been used a little losely. I really like Masi's reporting and pieces, but opinions/thoughts sometimes overshadows reality.

Dowling's first appoint was Pearce, among others to restructure the entire "Recruitment Department", he reported it himself during Moore reign in 2018, where Moore was quite open about being shocked by agents pushing players.

Clearly recruitment of footballers, is not like recruiting for a tea lady, and I think we'd all be pretty shocked if Pearce alone thought it was a great idea to start a new initiative of 6 year contracts for footballers.

Dowling is rightly slap bang squarely responsible for our shocking transfer dealing.

You wouldn't sack the "tea" maker if it became apparent the manager of the "tea" maker intructed said "tea" maker to use banana's instead of "tea".
