You've glossed over a fair few details. Prof. Ferrari has resigned from the ERC after the ERC itself blocked his top-down research programme with the ERC Scientific Council citing that there exists no mechanisms to bypass national scientific and political health institutions and there being no mandate for interfering with the business of member states, said mandate is granted via a treaty change which will a) not pass and b) this is the worst time for a new EU treaty. The ERC utilises bottom-up research programmes so Prof. Ferrari's plans are quite contradictory with existing ERC legislation and convention.
I'm personally not convinced that the level of centralisation of power, with in effect the EU replacing all member states health systems, is a good idea.
