That is, in some cases, the point of putting them up - it's to challenge and then throw faux outrage into the mix if someone dares to take them down.

This is exactly the reason they have put them up. It is a carefully orchestrated trap by people who seemingly have endless free time and cash to spend on cheap flags, ladders and equipment. Call me cynical but I’m not sure this was a spontaneous out pouring patriotism.
