Nope, not on per-capita terms plus China has been pretty decent at installing renewable and nuclear capacity, since 2010 their per capita emissions have basically stalled while still developing.

The two black sheep (excluding tiny states and micronations where things get skewed) are the US and Australia. The US per capita emissions dwarf Germany and Japan and are nearly three times higher than ours and the French.

To put into context how bad the US is on the emissions front, despite having 1.1 billion fewer people they actually have higher emissions than India in total.
