I'd be amazed if he waited that long as we are a mile off that tbh, I'm guessing the key number is those in hospital and if I were a betting man I'd expect to see the numbers down to 5k to mean we can ease off the restrictions. And once the lockdown was in place in March / April they didn't ease up until May 10th when there was minimal easing (11k in hospital) and July 4th when they ended the lockdown (there were less than 3k in hospital), so once in place they maintained it quite well.
We will also have the other factors than it will be April before we get below 5k in hospital and most of the 1st wave of vaccines will be dished out by then, they are aiming to get the over 50s down by the end of April. And then it will be slowly slowly I would guess.
