It was a national scandal as i recall and she seems to say that she should've been able to keep people locked in their rooms so as to prevent them doing dodgy things. I'm not sure she is saying that care home workers should have the right to lock children in their rooms. More an observation that the way some of the recommendations of the Pindown report have worked in practice has made it more difficult to keep the children in their care safe.

One of the saddest parts of the enquiry was that they actually brought in representatives from the Army, Navy and RAF to determine that the conditions the children were being kept in were worse than military prison.. The fact is, many children's homes were very abusive places and those who worked in them abused those powers of restraint, hence they were removed/limited. For a social worker not to acknowledge that is worrying. Also considering the types of restraints which were legal until recently in YOIs, I suspect the methods of containment used in children's homes in the 80s was equally brutal

I'm no expert on this subject. The Pindown report wasn't officially called that, it was specifically a report on children's care homes on Staffordshire. My comment was more a reflection on the interpretation of a very brief passage on a journalistic piece on this Trade Unionist. My take is that there is a frustration that care workers in these kind of residential units have restricted options to prevent children in their care from getting themselves in potentially harmful activity. My understanding, and i might be very wrong about this, is that there has been a reduction in the number of children's care homes over the last 20 to 30 years. |
