Manager/ coaches will now have to submit the team 1hr 15mins before ko. This is inline as usual with the premier league.
Also the 8sec rule applies to goalkeepers to release the ball.

How long before was it previously?

I can see the 8 seconds being ignored, just as the previous 6 seconds rule was. Also, doesn't them bouncing it to themselves count as a release, ergo pointless thing.

I think the referee can award a corner if a goalkeeper takes longer than 8 seconds.
