If the perpetrator has a lengthy mental health history, then any interaction with health care professionals will be looked into.
Also, one of the main concerns of the Tavistock clinic whistleblowers was that children with very complex circumstances, including serious mental health issues, were being pushed down the path for gender identity diagnosis and treatment inappropriately. Their child safeguarding lead tried to counter this and was subsequently forced out of a job:

Absolutely, anyone committing a crime like this with a history of mental health problems should be assessed to ensure the right help was available, and if not what can be done to prevent it occurring again.
Now, what does their gender identity have to do with it? Unless of course we're now labelling gender identity as a mental health issue, or blaming it for them committing murder?
