Firstly, as we have transitioned to a service economy since the 1980s the demand for degree-educated people in the workforce has increased.
Secondly, international students have increased massively.
But there is clearly NOT the demand for the graduates who're emerging. That's the point.
What value is there to the country or the individual in graduates ending in non-graduate roles. As most now do.
Outside of the fallout of the financial crisis and the current wider entry level role crisis (more encompassing than just graduates) that has emerged over the last two years there has been the demand for graduates.

And the demand for degrees and HNDs is due to the shift towards a service economy.
