So they have no authority in Gaza on account of the 5 life sentences and the fact he's not an ally of Hamas (apparently) and they are the only authority on the Strip.

They have limited authority in Gaza because they're being undermined by an Israeli government that would rather the murderous death cult run it and he's not an ally of Hamas because he's the second most prominent member of the Palestinian Authority who Hamas despise.
