That's just so they can absolutely determine a winner on a bet. Over 3 goals for example, if a team scored 3 goals that technically isn't over 3. So they just set it at 2.5 to avoid that.

Like all stats, it needs others and context and doesn't mean one team was better than the other in amy way.
