Maybe because they were supposed to have narrowed it down to a shortlist of 4 which may suggest that their original shortlist wasn't the result of much thought of that they are totally indecisive

Neverending procrastination never gets you promoted, neither does flour thrown in to a fan. Our board are utterly, utterly indecisive. That's (for me) indefensible.

Besides, the most plausible explanation for the bored's actions are to save money on a 1) signing fee, 2) transfer budget, and 3) (and most cheapskatery) to save a month or three of salary.

There could be more benign explanations, but given our directorial form? Nah...

There seems to be no plan in place. The various candidates for the position seem to vary in age, experience, etc. This means we don't have a preferred type/idea of what we want...There seems to be no direction or plan.

You probably aint far wrong with point 3 .

What we all must remember is things change quickly in football, the four original from a fortnight ago have now changed because better candidates might be available.looks like only Hughton is left from the original 4 which looked like Hughton,Cowley,Labbadia and a n other. Now the list looks a lot healthier in ,my choice Bilic , Bowyer, Hughton and possibly Wilder. So as long as we don’t revert back type I will be happy.
